I have the honour to refer to my secret (3)

despatch of 1st November, 1940, on the subject of the

passive defence measures against air attack now being

taken in this Colony.

In paragraph 6 of that despatch I reported to

Your Lordship that the estimated total cost of the

measures for the protection of the civil population is

approximately $8,000,000; that $1,000,000 had been

formally voted by the Legislature in Finance Message No.9,

Item No. 184; that the Finance Committee had agreed

informally to the appropriation of a further sum of

$2,000,000 during the remainder of the current financial

year; and that the balance of the funds required to

complete the programme would be provided in the estimates

for 1941-1942 or earlier if necessary.

By the end of November, 1940, it was found that

work on the construction of tunnels had progressed more

speedily than was anticipated and, as it was considered

desirable to press on with the tunnelling without

disturbing the existing allotment of funds for the other

types of protection, it was decided to earmark at once
